The Kokomo City Council last night unanimously approved a rezoning measure for a project that could bring a homeless housing facility to Kokomo, even though the project is opposed by residents living near the site.
The rezoning approval allows developers to apply for state tax credits and moves the development on North Purdum Street closer to becoming a reality.
